  Waters Elementary School is named for former School Board member, Charles L. Waters.  Mr. Waters was elected to the Board of Trustees of Lubbock Independent School District in 1968.  He was named president of the Board in 1974 and was serving in that capacity at the time of his death on June 22, 1977. There were many changes and developments during his tenure on the Board including the acquisition of a new administration building, implementation of a court-ordered busing program, and the beginning of the first of our magnet programs at Ella Iles and Dunbar-Struggs.  Mr. Waters provided outstanding leadership during his years on the Board.       
    A native Texan, Mr. Waters received his BBA LLB degrees from Baylor University.  He served in World War II on active duty with the U.S. Naval Reserve as a Naval Aviator and Patrol Bomber Pilot and in the Korean War as a Navy Legal Officer.  He moved to Lubbock in 1951 to begin a law practice.  He was a member of the law firm of Brock, Water and Galey.    
    After he came to Lubbock, Mr. Waters quickly made a place for himself in his profession and in civic affairs.  He was a member of the Lubbock County Bar Association, State Bar of Texas, and the American Bar Association.  He had served as president of the South Plains Trust and Estate Council.  In 1957, he was the recipient of the Jaycees "Outstanding Young Man of the Year" award.  He was a member and past president of the Hub City Kiwanis Club, past president of the Child Welfare Board, past president of the Lubbock Council of Camp Fire Girls, and a member of the Lubbock Commission to Combat Drug Abuse, and of Lubbock Chamber of Commerce.  He took an active part in Second Baptist Church where he served as a Deacon and a Sunday School Teacher.    
    Because of his interest in public education, he extended his activities in this area beyond service on the local school board.  He was a member of the Texas Association of School Boards and served as a member of its executive committee.  He was president of TASB in 1976-77.
    Mr. Waters' wife, Dr. Lena Waters, shared her husband's interest in public education.  She taught briefly in Lubbock High School.  Since that time she has completed her doctorate and is currently on the staff at Texas Tech University.  Prior to this, she directed the Language Learning Center operated by the Scottish Rite.  The Waters had two daughters, Ann and Patricia, and a son, Charles.
    Mr. Waters served public education in Lubbock well during his years on the Lubbock Board of Trustees.
