STAR I is a one-day intense program into which students can be enlisted by their parents.

STAR II is a two-week program that lasts for a total of 12 days after a day of community service. To participate in STAR II students must be recommended by the school with legal guardian’s agreement, or by their legal guardian. While enrolled in the program, students begin and end their day at the STAR facility at Struggs Learning Center.

STAR III is a twelve-week (including 6 weeks of aftercare) program into which students can be referred by the Juvenile Justice Court after committing a class B or above offence. Legal guardians may be required to attend parenting classes during this period. During their stay with STAR program students are under a court order and/or conditions of deferred prosecution. If a student re-offends during STAR III, he or she may be referred back to court via Juvenile Probation, adjudicated, and placed in STAR IV. While in the activity portion of the program, students will be required to perform a day of community service each Saturday. School and/or guardian-referred students are entered in STAR III in lieu of expulsion from school.

STAR IV is twenty-four weeks in length and students must be adjudicated for entry at this level. During this program, all the requirements of STAR III also apply and students must be eligible for official probation. Legal guardians will also be placed under court order to comply with the rules and regulations governing the STAR program. Students who successfully completed STAR IV may or may not be released from supervision. If not, they will be required to follow all rules of official probation until they are released from this obligation.

STAR V is a mandated discipline program in place at JJAEP.

For all levels of STAR legal guardians must sign a release of responsibility form prior to student's participation in the PT portion of the program. As students are required to participate in rigorous physical activities, the guardians are also required to get the students a physical exam performed by a licensed physician prior to entering the program, including pregnancy test for female students. Physical exams can be received at Freedom Square Community Health Center , 1301 50th St. ; Chatman Community Health Center , 2301 Cedar Ave ; or Parkway Community Health Center , 496 Martin Luther King, Jr. Blvd. Without a physical the student will not be permitted to fully participate in the program and failure to get the physical can result in disciplinary punishment and/or court proceedings aimed at resulting in Contempt hearings mandating the family of the student to become compliant so that the student might fully participate in the program. While in the program, students are required to have haircuts, wear a STAR uniform, and abide by all STAR guidelines.
