ARTICLE 1

NAME AND PURPOSE

Section 1. The name of this chapter shall be the Floyd Honey Chapter of the National Honor Society of Secondary Schools, which appears on the charter granted by the National Council of the National Honor Society, duly signed by the national secretary.
Section 2. The object of this chapter shall be to create an enthusiasm for scholarship, to stimulate a desire to render service, to promote worthy leadership, to provide service to the High School and our contemporaries, and to encourage the development of character in all students of the High School.


ARTICLE II

MEMBERSHIP

Section 1. Membership in this chapter is an honor bestowed upon a student and shall be based upon outstanding scholarship, service, leadership, and character.
Section 2. Selection for membership into this chapter of the National Honor Society shall be by a chapter council, consisting of the five members of the faculty.
Section 3. Membership of this chapter shall be known as active and graduate. The graduate members have no vote. Active members become graduate members at graduation.
Section 4. Candidates become members when inducted at a special ceremony.
Section 5. A National Honor Society member who transfers from another school and brings a letter from the former principal or chapter adviser shall be accepted automatically as a member of this chapter. Transfer members must meet this chapter's standards within one semester in order to retain membership.
Section 6. Members who resign or are dismissed are never eligible for membership or its benefits.


ARTICLE III

SELECTION OF MEMBERS

Section 1. To be eligible for membership, candidates must be members of the sophomore, junior, or senior class.
Section 2. Candidates must have been in attendance at this school for a period equal to one semester in this school.
Section 3. Candidates eligible for election to the chapter shall have a minimum cumulative grade point average of 3.5 or its equivalent. This scholastic level of chievement shall remain fixed, and shall be the required minimum scholastic level of achievement for admission to candidacy. All students who can rise in scholarship to or above such standard may be admitted to candidacy for election to membership. Their eligibility shall then be considered in their service, leadership, and character.
Section 4. The selection of each member to the chapter shall be by a majority vote of the Faculty Council.


ARTICLE IV

OFFICERS

Section 1. The officers of this chapter shall be a president, vice-president, secretary and treasurer.
Section 2. A majority of votes cast shall be necessary to elect any officer of this chapter.
Section 3. It shall be the duty of the president to preside at the meetings of this chapter.
Section 4. The vice-president shall preside in the absence of the president.
Section 5. The chapter secretary shall keep the minutes of meetings, a record of all business, and all records on file. He/she shall, with the approval of the principal or adviser, certify to the National Council the names of all members for the current school year on the annual report submitted to National Headquarters.
Section 6. The treasurer shall receive and disburse all funds of the chapter and keep an accurate account of receipts and disbursements in accordance with school regulations.


ARTICLE V

EXECUTIVE COMMITTEE

Section 1. The executive committee shall consist of four members of the chapter, the officers of the chapter, and the chapter advisers.
Section 2. The executive committee shall have charge of the meetings, general supervision of the affairs of the chapter between its business meetings, and make recommendations to the chapter.
Section 3. The executive committee shall have the responsibility for ensuring that chapter activities and procedures follow school policy and regulations.


ARTICLE VI

SUPERVISION

Section 1. The activities of this chapter shall be subject to the approval of the
principal.

ARTICLE VII

MEETINGS

Section 1. The regular meetings of this chapter shall be monthly during the school year on days designated by the executive committee and approved by the principal.
Section 2. The officers of the chapter shall be elected at the last regular meeting of the school year.
Section 3. The chapter president or other designated student leader may call special meetings approved by the executive committee.
Section 4. All meetings shall be open meetings and shall be held under the sponsorship of the chapter advisers, principal, or some other member of the faculty selected by the principal.
Section 5. This chapter shall conduct its meetings according to Robert's Rules of Order, Newly Revised in all points not expressly provided for in the constitution of this chapter.


ARTICLE VIII

EMBLEM

Section 1. Each member of this chapter shall be entitled to wear the emblem adopted by
the National Honor Society of Secondary Schools.
Section 2. Any member who withdraws or is dismissed from the chapter shall return the
emblem. (See Article III, Section 4.)
Section 3. Each member agrees that, whether the emblem comes to him as a gift, a
personal purchase, an award, or from whatever source, the title to the emblem(shall)
rest(s) with the chapter of which he is a member. The faculty council can, therefore, by
a majority vote, request that any member return the emblem. In the case where the emblem
can be shown to have been a personal purchase of the member, the council shall reimburse
the member the original cost of the emblem upon its surrender. Furthermore, each member
agrees that his acceptance of the emblem shall be considered affirmation of this
stipulation in regard to the title of the emblem.
Section 4. All insignia must be procured from the national secretary of the National
Honor Society, 1904 Association Drive, Reston, Virginia 22091. All insignia are
registered in the United States Patent Office, and cannot be duplicated by anyone.

ARTICLE IX

DUES

Section 1. The annual chapter dues for each member shall be $5.00. This amount will be reviewed each year and shall be subject to approval by the chapter's executive committee.
Section 2. Dues will be payable at a time designated by the executive committee.
Section 3. Members that fail to pay dues will be subject to pay a late fee of an amount determined by the executive committee.


ARTICLE X

AMENDMENTS

Section 1. This constitution may be amended by a two-thirds vote of the chapter, provided that the proposed amendment has been approved by the chapter's executive committee and the National Council of the National Honor Society; and that notice to members has been given at least one month prior to the meeting at which it is to be voted upon.

BY LAWS

Section 1. Excused Absences: If there is a legitimate reason a member cannot attend a stated meeting, he must ask in writing for permission to be absent, so he will not be dismissed from the organization. In the case of illness, the excuse will be verified against the school records.

Section 2. National Honor Society Graduate: To be considered for National Honor Society Graduate, graduating senior members must submit in writing a record of service points to the chapter secretary before May 1. Each record will be submitted to the Review Board for approval by a three-fourths majority. The Review Board shall consist of the following:
a. National Honor Society advisors (2)
b. Principals (2-3)
c. Three of the applicant's teachers
d. National Honor Society chapter president or secretary
e. Three active senior members of this National Honor Society Chapter (elected by the members of this chapter during the spring marking period or chosen by the executive committee)

Section 3. Scholarship Award: The Billy Marquam National Honor Society Scholarship(s) will be annually available to the senior members of this chapter. The executive committee of the upcoming term will decide the distribution of scholarship(s).
When notified by a recipient that he will enroll in college, this chapter will either send the awarded sum to the business office of that college or reimburse the recipient for paid expenses; the money will be used for tuition, fees, or textbooks connected with registration. Proof of enrollment, tuition statement or receipt must be presented to the chapter.
A student entitled to an award must notify the chapter adviser(s) or the principal of Monterey High School as to his choice of college by September 1, following his graduation. If he is not planning to attend college, he must notify the adviser(s) or principal in writing, so that another eligible National Honor Society student may receive the award under the same conditions.

Section 4. Point System: The stated number of points will be given for participation in the following:

HONOR SOCIETY RELATED POINTS (15 POINTS MINIMUM)

NHS Service Projects Two (2) points per hour
Committee Work One (1) point per hour
Meeting Attendance One (1) point per meeting
Volunteer Work (MUST be documented) One (1) point per hour
Scholastic Achievement 3.5 GPA = 1 point
4.0 GPA = 2 points
4.5 GPA = 3 points

EXTRACURRICULAR POINTS (5 POINTS MAXIMUM)

Membership in School Organizations or Clubs One (1) point each
Officer in School Organizations or Clubs One (1) point each
Member of Community Organization One (1) point each
Officer of Community Organization One (1) point each
School or Community Awards One (1) point each
Band, Orchestra, or Choir One (1) point each
Drama, Theater, Speech, Debate One (1) point each
Journalism, Publications, or Yearbook One (1) point each
Competitive Athletics One (1) point each
Academic or Non-Athletic Competition One (1) point each
Steady Part-time Employment One (1) point each
(Minimum of 15 hours per week)

ALL SUBMITTED POINTS WILL BE SUBJECT TO THE APPROVAL OF THE EXECUTIVE COMMITTEE AND/OR FACULTY COUNCIL.
