    Waters Elementary School is named after former School Board member, Charles L. Waters. Mr. Waters was elected to the Board of Trustees of Lubbock Independent School District in 1968. He was named President of the School Board in 1974 served in that capacity at the time of his death in 1979.

    Mr. Waters' wife, Dr. Lena Waters, shared her husband's interest in public education. She taught briefly at Lubbock High School. Dr. Waters received a Master's Degree in 1948 and a Doctorate in 1974 from Texas Tech University where she was a member of the faculty before her death in 1984. The Waters have two daughters Ann and Patricia, and a son, Charles.
